Financial Co-operation and Pre-Accession Assistance

Since 2000, pre-accession aid has been available to Malta on a multi-annual basis. The initial amount had been set at €38M to be programmed over 5 years (2000-2004). In 2004, there will be additional funds available in the transitional facility. The new Financial Regulation (the ‘implementation of the pre-accession strategy for Malta ’) will ensure that the assistance is targeted towards pre-accession investment priorities, institution building priorities and support in economic and social cohesion.

In 2000, the €5.3 million available for Malta was centred on the areas of customs and taxation, agriculture, education and institution building.

In 2001, the EU provided €7.5 million for projects in Justice and Home Affairs, Regional Policy, Social Policy, Customs and Tax, Education, Standards and Administrative Co-operation.

In 2002, a total of €9.5 million was committed for projects in Environment, Agriculture, Fisheries, Maritime Safety, Public Health, Transport, Education and general Technical Assistance.

In 2003, a total of €12.68 million was committed for projects in the Environment with specific reference to the marine environment, Agriculture and Rural Development, Maritime Safety, Road and Transport, Data Protection, Justice and Home Affairs with particular reference to Border Control, the continual support in Customs and Taxation, Participation in Community Programmes and Agencies and general Technical Assistance.
