The Malta Tourism Authority is responsible for regulating the Scuba Diving Industry in Malta. All Dive Shop operators require an MTA license before they start operating. The MTA has defined minimum standards for facilities, equipment and services.

Maltese dive shops already enjoy a reputation of high quality and safety standards. The objective of these regulations is to ensure that all divers in Malta encounter the most pleasurable diving experience under the safest possible diving conditions. The regulations conform to the European CEN Standards for Diving Service Providers.

Persons wishing to dive in Malta are required to register at one of the licensed dive shops. Registration includes filling in personal details and qualified divers require showing proof of qualification. In the case of minors, written parent’s consent is required.

Prior to diving, a regular medical test is always recommended but is not absolutely required by everyone. All persons registering at a dive centre are asked to fill in a medical questionnaire to show that they are fit to dive. This will screen their medical condition and highlight those who should seek medical advice.

Those who intend to dive without a registered guide from the dive shop will need to be qualified to at least PADI advanced open water or equivalent.

Qualified Instructors who wish to supervise training or diving for those less than PADI Advanced Open Water, CMAS 2 Star or equivalent, must do so through a licensed dive centre. The Instructor will first have to register with a dive centre, presenting his Instructor qualification and a copy of an annual medical examination by a Doctor specializing in diving medicine.
